SETTING UP A "NEW" NEVER HAD NEVER USED EMAIL ACCOUNT

My goodness this is insane. I cannot find an answer to what I believe should be a very easy question. How do I setup a NEW never used email account in OUTLOOK 2013. What ever happened to the old way, it just worked!

It the same way in 2103. I'm assuming by "new, never used email account" you mean a new profile? Go to Control Panel, search for Mail and then click Profiles button. You can either create a new profile or open the current profile and delete the accounts from it.

I am not the brightest cookie in the jar but I do ok with computer stuff. Last night I found the link you included and followed the instructions. I also tried manual setup with instructions I found on another site. All failed to setup a profile. With Live Mail I setup 4 accounts (2 Hotmail) with no effort at all. Why am I experiencing these issues?
 
When I create a new account by clicking on the icon in control panel, I enter the info, click nest but it cannot "find" my new profile. I was just looking in my Live Mail account as I did last night and setting up a NEW profile is not available. I can setup an alias which I do not want to do.

In Outlook or on the Live website?

Since you are using Outlook 2013 and I am assuming you want to sync Calendar & contacts with the live account, try setting it up manually and use m.hotmail.com as the server address. That *should* work.

If you don't want to sync calendar and contacts, you could use POP3 or IMAP.

I signed into my live account which as I understand it they are / will be changing live to Outlook weather you want it or not. I tried POP3 and IMAP along with auto last night before posting my question. Nothing works. I realize I might be missing the smallest detail but as I said in Live I had absolutely no issues. I might just download live and be done with it. I cant and wont spend hours ( I already have) trying to setup a profile for Outlook.
 
You should always use the program that meets your needs the best.

When you set up the account choose Manual:

On the next screen choose Outlook.com then click Next

As the server name, use m.hotmail.com

Oh, are you using two factor authentication? If so, you need to use an App password, not the account password.
 
Success! I searched for Outlook.com signup, after digging around I "signed up for a NEW account / profile, what every you want to call it. Than I started Outlook but it could not find me. Click on the icon in control panel, insert information and all is well.
