On my wife's calendar an ICS appointment file I sent here opened up new Outlook, even though new Outlook option was turned off. Somehow, Microsoft changed the file association from Classic Outlook to new Outlook. The solution was the open up Settings for Apps, then select Default Apps, then choose App by File Type. Select Outlook, the change the ICS association to Classic Outlook. Problem solved.

Yes. I wish I knew what the boffins in Redmond are thinking when they make these unannounced changes.

I sort of have the skills to deal with this kind of issue. Most people simply do not.
 
Thank you! I hate the new Outlook and had stopped using ics links and follow up links from To Do because they opened up the new App. Followed your instructions and was able to fix it! (In my system at least I would describe it as: Open Settings, click on Apps on the left, Select Default Apps. Under where it says "Set Defaults for Applications" search for/select Outlook, go through and set all the options to Classic.)
