Starting in mid August 2025 a number of Outlook 2010 users starting reporting that they are stuck in an Outlook update that never completes.

Exact same problem occurred in 2014
Outlook 2010 cannot send/receive mail AND states mailbox is being optimized due to upgrade AND outlook hotmail connector needs updating.

In 2014 a Repair and Reboot fixed it. In 2025 it works once after a Repair and Reboot but then goes back to trying to update.
Users report that they do not have any outlook.com or hotmail.com email accounts.
Nothing that I and multiple Microsoft Support agents have thrown at the problem fixes it.
