Rules and Alerts not sending emails to "outside Network" emails

I receive emergency notifications from a state agency.

I have a rule/alert set up to redistribute to emails in my outlook server and some “outside” server agencies.

The rule works fine for all the outlook servers but does nothing for the outside agencies email.

Is this a server security issue?

I can copy the email I have in the rule to the a forward email and it works fine, so I know the email is correct.

Any suggestions.
 
Exchange has an option to block mail forwarded to an outside address. You need to speak to the admin. If you are the admin, you need to check the settings on Exchange transport or create a contact for the address in the GAL. (Addresses in the GAL are considered internal, so forwarding works.)
