Multiple Rules on Single Email

I'm having a bit of an issue running multiple rules on a single e-mail.

A quick background, there is an email I receive that I need to deliver out to multiple contacts. I can't have the contacts on a single e-mail. Each contact is from a seperate external party and basically shouldn't be aware of who else is receiving the email. Since I can't create a forward rule that BCC's all the contacts, I've replicated multiple identical forward rules for each contact. Once the email is received, it would forward the email to the contacts.

Problem is not all rules run. First few will run as expected but next few do not.
 
It's probably a timing issue causing the rules to fail - the first rules are still processing the message and the later ones get skipped. Can you use a macro? A run a script rule would solve the problem - you could BCC everyone in one message.

Thank you. I was hoping not to go down the macro route but looks like that's my only option.
