I have looked at the circumstances that cause the marking of a rule as Client Only, but they do not seem to be applicable.
I don't have a PST involved and not playing a sound. One of the rules is intended to act on emails that are forwarded from another domain (not my outlook.com email address) but is in the same .ost as all my emails; the other with the problem is sent directly to my email address at (me)@outlook.com.
I haven't yet tried deleting and recreating these 2 rules - maybe that's easier than seeking an understanding/explanation/remedy?
