When rules are working but invisible and unmanageable

I don't think I ever saw this issue before switching from Office 2016 MSI to C2R (though it's possible), but since I have, I've seen it twice.

I "fixed" it the first time by running the cleanrules switch and then importing from a backup of rules that I happened to have. Or maybe that didn't work and I resorted to a new profile. It was one of those two things.

I thought that was that, but then recently I noticed the problem again. Is there any other way of getting at the rules or maybe even truly fixing the issue? They do work, but I'd like to change them or add new ones at some point. These are client-side rules, as I don't connect to Exchange/Outlook.com.

I'm on the Insider Fast track these days.

This is with a pop account? Do you know how many rules you have? My guess is the rules storage is getting corrupt - one cause would be a virus scanner scanning the pst, a backup system that backs up the pst while it is in use, storing the pst in a folder that syncs to online storage. It could be due to the number of rules, but is less likely unless you have more than around 50. (Exchange/outlook.com have a limit based on rule size, pop/imap do not.)

Rules are stored the default mailbox - so creating a new profile won't help if you use exchange, outlook.com or reuse the pst file. If you use imap and set its data file as default, you'll lose rules (and calendar, contacts) if anything happens to the data file.
 
Yes, POP3 the whole time, back in the MSI days and now.

I have no more than 5 or 6 rules. I have had the Outlook folder with the PST excluded from Defender (Win10) for a long time, backups occur with Outlook closed, and I don't have anything syncing like OneDrive or Dropbox, so unfortunately all those are out.

OK, so if a new profile didn't fix it before because it's unrelated (good to know), I suppose it must have been the use of the switch and restoring the rules.

Maybe it's an artifact of living on the bleeding edge with the large number of Office Insider upgrades, or perhaps even all the Windows Insider upgrades (which essentially reinstalls all your apps every time).
