Outlook 2013 rules -- not working reliably -- moving messages to wrong boxes

I have Outlook 2013 and do not have it connected to an Exchange server. With about 40 rules or so setup. Messages have begun showing up in folders unexpectedly.

How can I tell what rule was applied to the message so I can go back and delete / recreate / change the offending rule?

I'm seeing quite a few people posting about Outlook 2013 and issues with rules. Is there any rhyme or reason to any of this OR better yet a patch?
