I'm using "Safe Lists Only" with Outlook 2007 on 64-bit Windows 10. Junk messages sit in Inbox until I select one, after which Outlook moves it to Junk E-mail. Outlook continues processing junk messages until it encounters an address on Safe Senders. I have to select the next junk message to resume. Further, this works only on unread junk messages. If I right-click Inbox and Mark All as Read, selecting a junk message opens it in the reading pane.

This behavior is new since I migrated to a new desktop. Outlook configured with the same Safe Senders list required no intervention to process junk messages under 32-bit Windows 10 on my old machine. I invite your insights.

I was configured to download headers only: changed to download complete items. Will report back after some junk arrives.
