Outlook 2010 Rules not working for emails with Explanation Point

Hello Microsoft,
Running Outlook2010 on XP machine, and have setup many rules to send to personal folders, and all rules seem to be working, except for one particular email address. I am noticing that these emails are received with an Explanation Point under the time received, i dont know if this is the reason why rule created is not working, but need to troubleshoot the issue.

Did you either

a) remove the default 'remove all categories' rule or

b) add 'stop processing more rules' to your rule assigning categories?

What's the text of the rule?

You can try this steps

1) Delete existing rules (" Move to folder each time an e-mail is received through account X).

2) Add all of my pop accounts to Address book

3) Create new rules that sort to folders based on the address book

(" Move to folder each time an e-mail is sent to the following recipient," and listing my pop accounts as the recipients).

Any reply on this, Does anyone konw where these options are above?
 
I have simple rules created to route new eMail rceive to specified mailboxes. They are not working. Some times if I click "Run Rules now" they work.


What can be done to have them run automatically whem eMail is received?
