Outlook 2010: Message Rules come back next time I restart Outlook

Because I use two .pst files concurrently I am having issues with message rules constantly coming back each time I restart outlook 2010. I delete them and every single time I start outlook after exiting, bam there they are claiming 'rules in error'. It started after I created a new secondary .pst file because my original file exceede the 2GB limit...

Any help or direction would be extremeley appreciated.
