Recur Appointments Every 4 weeks EXCEPT for School Holidays

I do not mind which version of Outlook I need to use, but I would like to know if I can create recurring appointments for say every 4 week on a Monday, EXCLUDING School Holidays (which may be of 1, 2 or more week duration). So, I want to create a recurring appointment but exclude specific weeks. Any ideas? Thanks
 
How would I go about creating a list of appontments in Excel for import to Outlook?
