Outlook is not parsing html email, unreadable and attachment not decoded

Outlook 2003 - POP3

Problem occurs only with one certain sender no matter SSL on or off.

Letter is not displayed in html (however this option is enabled) but in the body of the letter

the header is visible, message is not parsed html with full tags and without proper encoding.

Attachments are also in body like on the image
