How to clear out all contacts in iCloud, so I can use iCloud-based sync program

I want to use an iCloud-based utility to sync My Office 365 Outlook with my iPhone and iPad, but can't find a way to do so. I had tried CompanionLink with iCloud sync but it got all messed up with iCloud contacts and contact that I thought I had deleted years ago.

CompanionLink also completely messed up with Calendar events, by changing the end date to "never" on maybe 100 repeating events that had a fixed end date, so I won't be using CompanionLink even after I can solve the iCloud issue.
 
Sounds like you just need iCloud for Windows.

You can see what is currently inside your Apple-ID's iCloud account (without syncing anything) by logging-in at icloud.com .
