Thanks for the reaaly fast reply. OK. There are many backup programs and sync programs that can be "ported"(?) to other machines, even machines with different versions of Outlook and OS1 I imagine these capability has been around for a while. SynchPST does one and BackRex Outlook Backup does both. With the last, I can back up my PST file and outlook settings (sans email passwords) form my desktop running XP and office 2003 to my laptop running Vista (I've been meaning to change that) and Office 2007. I haven't NOTICED any problems with the rules but I suspect that in the port, the value changes to that default. It just seems that I'm always going back and unchecking that option. Heck, I don't even know what the consequences of not doing it would be.
OK. Let me think .... MS is afraid that if I use my PST on another machine, my rules will be disabled. So they defaulted to "For this machine only" so the rule WOULD be disabled in another machine? And they assumed that if we were sure that running that PST on another machine (you know, after the first try) would NOT disable the rules, we could\would uncheck "For this machine only"?
I'm not trying to be difficult. I just wanted to know what their thinking was. A part of my problem involves me being anal (no jokes, please). I have archive PSTs going back to 1989. I HAVE had reason to open, search and extract mail from these files. Not often, but once, it saved me $500. Having consistent rules is convenient.
Again, I'm sorry for my confusion and thank you for your help.

PS
I'm posting another query related to rules soon. I've been saving these questions for years and now that I'm unemployed, I finally have time to ask someone.
