On a shared team mailbox, users with Full Mailbox server permissions can see the all categories that have been assigned with names for flagging.
People with restricted "Publishing Editor" roles that have been assigned within the mailbox do not see anything except the standard default categories which I assume are local to their mailbox. When they try to go choose a category to flag a specific email for a specific user in the team mailbox, they aren't seeing the personalized list of categories that the other users in the mailbox see.
The people are using Outlook 2010 client on Exchange 2010. The team mailbox is on an old Exchange 2003 mail server which will not be upgraded for a few months.
Do the permissions need to be changed? Thank you.
