Deleted emails keep coming back

I have read other posts about deleted emails coming back but I haven't see a solution for my problem. Several different people have deleted emails from their inbox and then deleted them from the "Deleted Items" folder but they keep coming back. What is the cause of this? We use an Exchange Server and we are using Outlook 2010. Thank you
 
Are they coming back to the inbox or the deleted items folder? After they are deleted in Outlook, log into OWA and see if they were moved online. If not, the problem is with the local cache. Close Outlook, delete the ost, then restart Outlook.

If use smartphones or tablets, its possible they are out of sync with the server and are adding the messages back.
 
Permanent deletion of Outlook PST files is possible, if you are connected with an exchange server as it get stored in Dumpster for a particular duration after Shit+Del. By default detention period of Outlook 2010 PST file is 14 days, you can increase it by changing setting in registry. Jack - you need to vet your sources better. That site contains images stolen from other sites. The content was probably stolen too. I'm not surprised the most annoying spammers ever are behind it - systools. Seriously, avoid them like the plague because they have no honor and spam forums and blogs like crazy.
