Using Libraries when inserting a file in Outlook 2013

Under Win 7 and Outlook 2013, I'm pretty sure I had access to file Libraries when inserting a file into an email. I am now running Win 8.1, have set up Libraries in my File Explorer, but the Attach File command in Outlook does not show the Libraries. Is this possible under Win 8.1 and Outlook 2013?
 
Libraries do work in Windows 7 but I can't get them to work in Windows 8. I'll check again tomorrow when I reboot.
