Creating templates with predefined subject and CC

Hi all,
I am after some advice regarding creating templates, I followed instructions found on a Microsoft guide.
I wrote the new mail, put a contact in the CC and subject line then saved as HTML and also tried the same saving it as a template.
When I try to use the template I saved, the details from both the CC and the subject lines is in the main message body, not in the CC and subject line where I expected?
Can anybody shed any light as to why this is happening, or what I may have done wrong please?
I am using Outlook 2013 but the templates will be used by colleagues using Outlook 2010.
