How do you stop double booking?

While it is certainly good practice not to request a meeting when a person already has one booked on their calendar, the truth is that most people don't even look to see if the person is free or not. Outlook has the feature to return a notice of a scheduling conflict with a resource, but is there a like or similar function available for outright meeting requests with an individual? If not, can it be created with an add on? Is there one available? In essesence, I want to be able to force people to extend the common courtesy of NOT double booking on my calendar and forcing ME to reschedule the request that THEY want.
 
I'm not aware of any addins that can do this, sorry.

Unlike a room, the user can decide if they want to overbook or rebook - the best way to avoid problems is by looking at the scheduling tab.

Plus, the invitee can set outlook to automatically accept meeting and decline conflicts - but I get the feeling you want to know before it was declined - which some versions of Exchange can do with room calendars.
