It could be the mail server. Look at the message header. Right click on the message in the message list and choose properties. Select all, copy and paste into a new email message so its easier to read. The first few lines at the top will have the server information - is the time and date right?
The top most line will be for the server your Outlook got the mail from, the line before the To line is the server that took it from Outlook.
All of the lines will be in a format similar to this - the time should be in UTC and include the offset:
Received: from server (IP address) by server (IP) with server-software; Mon, 25 Mar 2013 01:07:14 +0000
Father down will be the date you sent it to the outbox. Do the dates match?

Date: Sun, 24 Mar 2013 21:07:12 -0400
The times should be within a few minutes of each other and it can take a few minutes to get through the system. (The computer that sent the message I took this header from is 7 seconds faster than my mail server.)
