Rules in .pst other than main

I have a user who is managing a secondary email account, with many years worth of emails in archives & folders. 2 days ago, I updated a bunch of things on his system, and despite not even touching email, his Outlook went funny. Suddenly, 2 weeks after the transfer, the rules from the archived account are kicking in. I tried to use rules manager, but the problematic rules are not appearing on the list.

Where can I find & edit the rules for the secondary account?
 
He is using Outlook 2007 and POP3 too? Are you sure rules are a problem? Rules in an archive file would only work if it were set as default. If using Outlook 2010 or 2013, rules would work if an email account were delivered to the pst file. I forget if it works like this in Outlook 2007, but it might.
