Task Filter Not Working When I add too many criteria

Outlook 2016 64 bit
Email Account
Office 365 Exchange
This task filter works just fine until I add the last criteria (outlook data file). The objective of this criteria is to filter out tasks that are associated with a different email account. When I add this criteria tasks that have been completed re-appear in the list (grayed and crossed out). Any ideas why?
