Outlook 2007 Removing then adding account restores junk email processing

I use "Safe Lists Only" with Outlook 2007 on 64-bit Windows 10. Recently, Outlook stopped processing junk email. It resumed processing junk email after I removed the (IMAP) account in question and then added it.
