This is an issue on the mail server. The people who administer it should address the problem.

This is an inaccurate response. It can be either improper client settings or it could be an issue the certificate. 99.9 of the time it's not the later. The fact that the OP thought upgrading to a different version of Outlook would correct the issue points in the direction of client settings, but that's just an educated guess and could not be the cause.
 
Does anyone have an answer for this problem???? Tried entering a suppressnamechecks statement in the registry......tried unchecking SSL (this server requires) on login but cannot access mail server if this setting is unchecked.......two different email accounts are doing this (and two different ISP connects).......settings are verified and correct.......not using any certificates of any kind........this apparently happens in several different versions of outlook (2000 thru 2013 that I am certain of)........my problem is with an older version (2003)........
 
You need to leave the SSL option checked - this error means the email server's certificate doesn't match the server name you are connecting and the certificate can't be verified.

Are you using the correct server name and port #/ssl settings? (465/SSL, 587/TLS)

Is there a checkbox or button to trust the certificate?

FWIW, suppress names checks reg value applies to signed email messages, not SSL for email servers.

BTW, what server is on the certificate and what server name are you using in Outlook?
