Is it possible to restrict access based on Country or a specific field?

For example. a BCM user Y from England should only have access to contacts based in England whilst Z (Scotland) - works is only working with contacts from Scotland.

User X (manager of users Y and Z) must have access to all contacts.

In this case I have another question: is it possible to prevent an user from being able to export the contacts?

For example user A is working for company X. He decides to leave the company and to take a small souvenir - the contacts from BCM.

Nope. All he needs to do is export or copy to Outlook. You can slow him by disabling usb, not allowing email to outside addresses etc. - but you can't really prevent it. If you know someone is leaving or are suspicious, you can archive all email they send and receive - so you know if send the contacts to another address, but they could still print them. (I think Exchange 2010 can be configured to moderate all email a person sends outside the network.)
