Imap account not auto syncing inbox at startup

I open Ol16 every morning. the imap account doesn't automatically sync it's inbox. I have to click some other folder (trash, sent, whatever) then back to inbox before it will sync. the rest of day it mostly syncs automatically, but sometimes i have to go through the routine.

I don't see that it matters, but i do have a number of other accounts, all set up as pop, which download only when I click 'send/receive all folders' going to the native outlook inbox. I have tried changing to opening outlook in the pop inbox, then clicking on imap inbox, but that doesn't seem to help. Still need to click on another imap folder and back to inbox to sync inbox, initially. again, after initial sync, it generally syncs itself during rest of the day.

how do I get Outlook to sync the imap inbox when it opens, without the click back and forth routine?
