Can't Send to specific emails

Hi All

I am new here and first time posting and looking for some help

i have outlook 2010 the problem started when a virus hit my computer and started send emails to many emails in outlook and my email was blocked after that with some ISP provider resulting in not able to send emails to certain emails

what i did is
format the PC
changed the IP to new static IP
updated the outlook from 2007 to 2010

There is one domain still i can't send to it from outlook .... but i can send to it from webmail ?!!!!

what could be the problem

the smtp server you use, or an ip range, could be blocked - web mail uses a different smtp server. There isn't much you can do, other than request that domain unblock your address or ip.

Is your ip on any real-time block lists?
