How to restrict GWSMO sync to Outlook Send/Receive cycles

GWSMO sometimes prevents Outlook from exiting. I need a way to ensure that GWSMO *never* attempts to sync automatically, but *only* when I run Outlook's Send/Receive command and remains inactive when a Send/Receive is not running.
I have already turned off both automatic send/receive options in Outlook's Send/Receive Groups, but it still happens that sometimes when I exit Outlook, only Outlook's UI closes, and GWSMO continues to run. This prevents me from shutting down Windows and even from restarting the Outlook UI. Unfortunately, the systray widget for GWSMO no longer contains an "Exit" option, which ISTR from earlier versions such as GASMO.
