I am using Outlook 2013 desktop with email accounts that sync Outlook.com and Hotmail.com, which changes the way that address books / contacts are used.

(My experience: Outlook 2010 and prior desktop versions, with mixed MAPI and POP3 emails - ie, .ost and .pst).

I have several historical address "sets" - which are still within .PST containers and not imported and rationalized - and in my current .OST-only Outlook 2013 I have around 1200 contacts that I want to organize into separate sets.

It's causing me some confusion. At this point, I am ignoring the old Distribution Lists (I think deprecated several Outlook versions ago).

Because I am using Outlook.com synchronization, the People > New Contact Group is greyed - that is what I would have used, if available.
What are my options?
 
If you can be patient and live with the pst files for now (possibly up to 6 months), I'd wait - as soon as your account is migrated to the new outlook.com servers, your problem will be solved. You'll need to remove the account and add it back, but will be able to use your group contacts again.

Diane, I thought that I had been migrated. I have a profile now, without .pst, just outlook.com and Hotmail.com emails, both show as Type: Exchange ActiveSync. Is that not indicating that my migration has occurred?
I didn't get the messages that your article describes, but it may be that my creating an entirely new Outlook Profile on a new SSD into newly-installed Outlook 2013 would not have triggered that; a question of timing.
 
The old server uses ActiveSync, the new server is on office 365 and is full exchange - if you log into outlook.com and the banner over the inbox says outlook.com, you haven't been migrated yet. After migration, it will say 'outlook mail'.
