Outlook Calendar not coming down from cloud

I had everything working then it stopped. Using Outlook 2016 -- everything is updated.
When I enter an event in my iphone (Outlook) calendar it goes to the cloud and down to my laptop -- BUT when I enter on my laptop-- it doesn't get to my phone -- but it does get to the cloud.
I have loaded and reloaded the add on - still zip..
This is not the first time this has happened.. and all other times I could get it back by just re-enabling the add on.
 
Here are some of the solutions you can try:-
-Check iCloud’s System Status
-Sign out and in
-Update Your Windows 10 iCloud Software
-Open Outlook with the/resetnavpane Switch
-Edit the Registry
-Check that iCloud isn’t Your Default Account
