phone icon greyed out in outlook 2013

I'm using TAPI phone dialer, which works in the 'Dialer' app, and also works dialing through the 'Outlook (Contacts)' source, but the phone icon in Outlook 2013 is grayed out ... ? How do I activate this phone icon to do the dialing rather than going into the contact's source and going to the ribbon Communicate > More > Dial. -Jeff
