Rolling Back Office broke automatic updates

Around a year or so ago when there was some issues with Outlook and I rolled back the version on some computers which fixed the problems. What I have found out since then is that even though I have it set to do updates it will always say I am on the latest version. I end up having to Roll Forward the updates so I can get the latest version of office. Is there a way to fix this issue so when you click on "Update Now" it will actually pull down the latest version of office?
 
Version 2301 (Build 16026.20146). If I check for updates it will tell me that I have the latest version and I know there is newer versions.

I then find out what the latest version is and update the config.xml file then run the setup.exe / configure config.xml. Then I will be able to get the update installed. I probably have about a dozen computers like this and would like to get it to where it goes out and finds the latest version on its own.
 
Checking to see if there any ideas on how to fix this?
