authentication settings for outlook for mac 2011

I am using Outlook for Mac version 2011. When connecting on my home network , Outlook works fine. When connecting using my Verizon hotspot, it not send any e-mails. I keep getting the same error message that authentication is required. I have tried all of the suggested changes and spent almost 8 hours on the phone with Microsoft support without resolving the issue. It is an insight road rummer account. I can log into the webmail and send and receive e-mails without any problems. Any suggestions would be appreciated. I have tried Microsoft, Insight, and Verizon Customer support and have yet to resolve the issue. Please help!
What changes did you try? This error means RR is not allowing your to connect to their servers when outside their network. Typically, you need to use a different SMTP port (587) and log into the outgoing server.
