missing iCloud tab on ribbon bar

Outlook 2010 32 bit

I have installed the iCloud Control Panel and the iCloud tab is missing from the ribbon. Any ideas on why? I am using Outlook 2010 and iCP 3.0 I have checked the add-ins and it shows iCP installed and looks to be ok. thanks
