Within the last couple of days, I noticed the Reading Pane font in Outlook.com is much smaller (like 8) then the Header and Folder list on the side. I have changed browser fonts and outlook fonts, but those change everything, this problem is just with the email message BODY.

That is a zoom setting.

Your zoom setting is messed up. There are three ways to change it:

1. Hold Ctrl and roll the mouse wheel
2. Press Ctrl and the plus sign button
3. Look for the Zoom button and reset the zoom too 100%.

Note that you need to change the zoom level in a new message then close the message without sending for the zoom setting to take effect.
