Outlook 2013 will not retrieve my IMAP mail

I recently updated from Outlook 2003 to 2013. My old Outlook checked my gmail account and my IMAP work email account. When I set up 2013, gmail works fine but Outlook will not retrieve my mail from mail.3hsigns.com. I used the same port settings as in Outlook 2003. I can send an email from my work account. When I complete the email setup, Outlook successfully sends a test email. When I hit the send / receive, I sometimes get an error message that says "Cannot connect to server"; but not all of the time. Sometimes when I hit send / receive it appears that it is sending and synching without an error message. I can't figure this out. Some help would be appreciated. Thanks! - Chris
 
The error message can mean the port and ssl settings are wrong or just that it can't connect to the server for other reasons.

If you let outlook add the account using auto account setup, does it work?
Does it work in Safe mode?
What antivirus and antispam software do you use? If it installed an outlook addin, disable the addin in File, Options, Addins.
