Outlook.com calendar does not update from Outlook 2013 Home Premium

Running Outlook Home (previously called Outlook Home Premium) on Surface Pro w W8. Updates to Outlook Home calendar are not updating Outlook.com calendar. When this happens none of my other devices (Android Phone and iPad) are updated. I have not been able to find any consistency with when this occurs. Thought it was because the Outlook Home calendar was updated when not on line but further testing did not prove this to be true.
This problem is causing my calendars to be unreliable. Any ideas of why it occurs or what other testing I should/could do?
