"Send/Receive" goes missing

I often find Send/Receive missing from the toolbar, when that happens I use F9. For a long time I thought I had just forgotten where the option was. But then, later, I discover it right where I expected to be when it was missing.

It goes missing from the ribbon. In fact it is more often missing than present; like right now. It will probably re-appear at some point; later in the day.

I thought maybe it would show up when I hit Reply, but it doesn't. Right now, if I try to post a message my only option is to use F9.
 
Go into File, Options, Customize ribbon - if you customized the ribbon you may want to export it first, then Reset it. If it sticks around, the ribbon was corrupt. If it keeps acting up, something else is the problem and you can restore the exported ribbon customization if you exported it.

Try Safe mode - it's possible an addin or a support file is causing problems.

To open Outlook in Safe mode: Close Outlook then hold Ctrl as you click on the Outlook icon. You'll get a message asking if you want to start in Safe mode. Click Ok.
