send/receive issues outlook 2013

What are "subscribed" folders and why is outlook 2013 sending/receiving for these? Takes forever?

I changed my send/receive options, closed and reopened and it works now. HOWEVER, I now have another issue. My folders on outlook.com which have impt emails in there are not working correctly with Outlook 2013. I can see the folders (they are top level, no sub folders) but sometimes the emails in them are there and sometimes they are not in Outlook 2013. Any ideas on how to fix this?
