Outlook 2013 not synching changes to server

I have a user with 32 bit Outlook 2013 on two different computers. Both of which are 64 bit Windows 7 with SP1. She is connecting to Exchange 2010 over https. When she deletes or moves messages the changes are not reflected on the other computer. When I look at the account through OWA the changes she makes in Outlook are not mirrored in OWA. Any suggestions would be helpful. I have deleted and recreated the profiles on both machines and toggled cached mode off and back on again.

Thanks for the post! I set up a test environment with my user account and was able to recreate the same issues and found that when I hit send/receive the changes were applied. I tried it on the user's computer and even when a send/receive is executed the changes are still not synched back to the server.
 
Are you sure she's using the cache file or mailbox and not a pst file? (I guess if you've recreated the account multip0le times, its bound to be the right type of account).

Does it work in Safe mode? To open Outlook in Safe mode: Close Outlook then hold Ctrl as you click on the Outlook icon. You'll get a message asking if you want to start in Safe mode. Click Ok.
 
Connected to cached Exchange. No PST. Same problem in safe mode.
 
What about firewalls? Something is definitely screwy... not syncing in safe mode means its either the account or something on the computer blocking it.

Does mail send and receive ok? (New mail/replies.)

This is the only user affected?
 
I tried disabling her Norton Firewall, the Windows Firewall is turned off, no change. Sending and receiving does work fine. She is the only user experiencing the issue. Her mailbox is quite large, 14gb, and it is still synching her sub folders. Could that be the problem?
