Missing New Menu Option in Outlook 2010

In Outlook 2007, I was able to add a menu to the toolbar by right clicking on the toolbar and choosing Customize. On the Commands tab, I could choose the option New Menu and drag it to the toolbar. That allowed me to add custom macros to this new menu. This ws a wonderful feature. However, I have not been able to find this option in Outlook 2010. Is it still available? Or is there a replacement for it?
