iCloud stops syncing again

My friend's Windows 7 computer running Outlook 2010 with iCloud stopped being able to sync the calendar to the cloud. And the Refresh button was missing from the toolbar. This happened about 6 months ago too. At that time I reinstalled iCloud but iCloud was unable to start, gave an error that I did not record. I then repaired the Outlook file and that fixed it. So when it happened again today, I did the Outlook repair again. I probably should have checked the calendar at that point, but I went ahead and decided to uninstall iCloud. But it would not let me, said I needed to be an admin, which I was. So I repaired iCloud instead. Now everything is fine again.
Any ideas what caused this again, and what we might do to prevent it in the future?

iCloud can be fussy and I have no idea why it happened. I know Outlook 2013 will stop loading the icloud addin if Outlook thinks the addin takes to long to load (it's annoying, because its not the addins fault that it loads slow). Outlook 2010 will also do the same thing, but it's not as touchy as 2013.

Did you try signing out and back in to the iCloud? That fixes it some times.
 
Yes, I tried that, but it did not help.

When the Outlook repair tool finds errors, is that something to be concerned about, or are errors in the data file not all that uncommon?
