Icloud Contacts With Outlook Issue

Hello.

A good customer of mine has issues whereby all contacts stored in iCloud do not show up in Outlook 2007 and both programs are synced.

For example she has 580 contacts in iCloud but in Outlook it will show like 515 or so. Why won't all show up? I know this website is a great authority on all things Outlook and that is why I became a member.

I have read the articles regarding issues like this but something is missing and I hope someone can help out.

Just FYI. She is on Windows 7 Ultimate SP-1 plus all updates as of May of this year. Outlook is 2007 version SP3 plus all updates after. I believe she has the latest iTunes (Does that matter?) and iCloud is latest version.

She does have an iPhone 5s with IOS 9 or 10 I believe. Let me know if you need any other info?

the iTunes version may not matter, but it is important to have the latest icloud.
Do you know which ones don't sync?
 
No ideas... but if you could inspect the ones that don't sync, you might notice something (or not).

Have you tried signing outlook of icloud on the computer and signing back in to see if more sync?
