iCloud Calendar invitations not sending

My friend's Outlook calender (on iCloud) is no longer sending out invitations when it should. I kind of think the issue is actually with iCloud since it also fails when the event is set up using a browser, but not sure what is cause and what is effect.

Any ideas?

If he adds the meeting at icloud.com and it's not being sent, it's definitely a problem with the iCloud, not outlook. Does he use an icloud address or gmail, etc with icloud?

If it used to work and this problem just started, it could be a transient error that will go away on it's own.

It is a cox.com email address.
I just did a test, using my own iCloud account via a browser (it is a hotmail email address). I created three different events, and sent out invitations to two other email accounts I have, one is another hotmail account, the other is a Godaddy email account.

I had the same result on all three of those events- the hotmail account received the invitations, the Godaddy account did not.

Yes, the invitations used to work for her until last week.
 
I've been doing some more testing, just using the browser interface to make it easier to try to understand.

I've been creating events and sending invites to two hotmail accounts, and one godaddy account. It seems to be inconsistent, sometimes it will send to one or two, sometimes to none. Sometimes it will even send to one of the hotmail accounts but not the other. But oddly it will always show the invitation on my iPhone calendar, which is connected to one of my hotmail accounts, even if the associated hotmail account did not get the email invite.
