icloud calendar stopped syncing, won't restart

I use Outlook 2010 on Windows 8.1 64 bit. I have an iCloud calendar on my iphone which syncs with my Android tablet.

Last year it also sycned with my Outlook but recently the Outlook side of things stopped working.

I have un- and re-linked the account with the iCloud control panel on my PC but to no avail. And annoyingly, every time I do this, I lose my appointments in Outlook.

Is there a long-term fix that anyone can recommend, apart from this site, which advice I have already tried: http://www.slipstick.com/outlook/icloud-outlook-problems-syncing-calendar/
