Sync RSS feed message after Safe Mode

Outlook 2016 64 bit
Email Account
Office 365 Exchange
I just got home from the office. When I restarted my laptop and started Outlook, I got a message saying that Outlook wasn't closed properly and asking if I wanted to start in Safe Mode. Not knowing what to do, I said OK. When it came up, I got this message:

Again, not knowing what to do, I clicked Remind Me Later.

Can someone tell me what this means and what, if anything, I should do?

Do you subscribe to RSS feeds in Outlook? The message is talking about the RSS feeds - you can share a set of feeds between Outlook and IE. My preference is to say no, don't share, as I've had issues where the feed stops downloading into Outlook when its shared with windows.

Not as far as I know. I don't really know what an RSS feed is. I certainly haven't enabled one on purpose. That's why the message confused me. Why would it ask about something that I have never used? And why only in Safe Mode?
