I have a lot of really old tasks and To-dos. I want to filter out on my screen my To-do flagged items in my mailbox from my Tasks - the end result is that on my Outlook Today screen I will see tasks and To-Do items separatly.
 
You can't create a separate todo list on the outlook today screen. You can create custom views to hide tasks or to-do's in the in the folders and in the task list on the to-do bar, but that won't work on the today screen.
