iCloud COM Module Keeps de-selecting in Outlook 2013

I'm trying to help someone with an Outlook 2013 issue. They're using an msn email address tied into their Outlook 2013 (locally installed copy).
I've set up synching between Outlook 2013 and iCloud. It worked for a while, and twice I've had to re-visit this person to simply re-check the icloud COM add-in check box.
What is causing this option to deselect? And how can I make the setting persistent?

If they are using MSN, they should be using the Outlook.com/EAS account type and sync Outlook <==>Outlook.com<==>iDevice - no iCloud needed.

Outlook is disabling it for some reason - if its because it causes problems, Outlook should say so. Absent a warning message, it's more likely it was disabled during an iCloud update.
